Dear Mr. McKenny:

Your letter of the 7th instant at hand. I am
inclined to the opinion that the State Board of

BEducation might make a limited agreement with the

S%%igfiaoard of dducation with reference to the use
of the city schools as an extension of the liormal
Training School; but that the character of arrange-
ment that is desired cannot be accomplished without
legislative action. The school district may not
authorize its board of education to enter into a
contract that would in effect transfer thegéneral
charge and supervision of the local school system
to the State Board; nor may it financially co-
operate under the existing laws in the erection

of buildings. Likewise the State Board of Education
is without the requisite power to expend money in

the construction of buildings or the keeping of the
