same, which buildings would belong partly or

wholly to the school district. 1 see no reason,
however, why the legislature may not,by proper action,
anthorize such course to be pursued. Such legis-
lation would, I assume, take the form of an act

- authorizing the State Board of Education to enter
into co-operative agreements with the board of
education of any school district within the limits

of which any of the normal schools may be situated;
and would also empower the district, by affirmative
action of the school electors,to bind itself in the
premises. Such an act should specifically make pro-
vision with reference to the title of the property
created or acguired, the management of the schools
thereunder, and the particular powers and duties to Dbe

exercised and performed by each party to the agreement.
